At YWCA Banff, we believe in building a community where everyone feels safe, supported, and empowered. Higher Ground is our plan to create a purpose-built facility in Canmore that will transform how we deliver programs and services to prevent and address housing insecurity and domestic and sexual violence across the Bow Valley.
A Vision Years in the Making
Originally conceptualized in 2017, Higher Ground has evolved over the years as we adapted to meet the ever-changing needs of our community. At YWCA Banff, we are proud to be a nimble organization, constantly reevaluating our resources and priorities.
The COVID-19 pandemic brought unprecedented challenges, highlighting the growing demand for our services. In 2023, we refocused on Higher Ground, armed with valuable insights gained over the last five years. These learnings have helped shape our vision into a community-centered project that will address the Bow Valley’s most pressing needs.
Reimagining Support for the Bow Valley
Higher Ground aims to:
- Create a Community Hub: A vibrant space where essential services like shelter, housing, and counselling coexist with commercial activities such as cafes, markets, and recreational opportunities to create a true sense of place.
- Provide Inclusive Support: A safe and empowering environment where all community members can access the support they need, when they need it.
- Offer Continuity of Care: Purpose-built spaces designed for people to move seamlessly through various levels of support without having to relocate.
- Adapt to Community Needs: Programs and services that evolve based on ongoing evaluation to ensure their relevance and impact on community.
- Reduce Stigma: By housing multiple services in one location, Higher Ground will normalize and destigmatize seeking support.
Overcoming Challenges: The Need for Land
The Bow Valley’s limited land availability has been the primary hurdle to realizing Higher Ground. After extensive research and community discussions, we have identified Palliser Land Site 7 as a potential location.
YWCA Banff has been working closely with the Town of Canmore to align our vision with the objectives outlined in the draft Palliser Trail Area Structure Plan (ASP). This collaboration positions us to bring Higher Ground to life and further the town’s goals for affordable housing and community services.
What Higher Ground Will Achieve
- Affordable Housing: Address the critical need for affordable and transitional housing in the Bow Valley.
- Comprehensive Services: Provide integrated support for women, families, and individuals in need.
- Community Well-Being: Enhance quality of life through programs that empower and uplift.
- A Model for Sustainability: Incorporate social enterprise opportunities to support financial sustainability and create employment opportunities.
Next Steps
1. Exploring Service Delivery Models: Evaluate financial and operational feasibility.
2. Functional Program Development: Plan the space and infrastructure requirements.
3. Community Consultation: Incorporate feedback from stakeholders and residents.
4. Costing and Final Report: Prepare detailed cost estimates and a strategic implementation plan.
The YWCA Banff will continue refining the service delivery model and functional program, with an emphasis on aligning with the Town of Canmore’s broader goals. The project is positioned to address critical gaps in affordable housing and community services, contributing positively to the well-being of the Bow Valley region.
